Employee leave literacy, the extent to which employees and managers understand and can effectively navigate leave benefits, remains a persistent challenge for U.S. employers despite decades of FMLA implementation and recent state paid family and medical leave (PFML) expansions.

This systematic review synthesizes evidence from 25 peer-reviewed studies, government surveys, and industry reports published between 2013 and 2025 to answer three core questions:

  1. What do employees and managers know about their leave options?

  2. What communication tools and training strategies are employers using?

  3. How does improved leave literacy affect organizational outcomes?
